According to Indiana Statute, IC 6-1.1-4-25(b)(13), counties are required to submit parcel data in a GIS file format to the Indiana Office of Technology. In addition to the parcel data, the GIO works with the Counties to voluntarily obtain these additional datasets (addresses, centerlines, and numerous government boundaries). Counties provided the data used to create this layer between August 2023 and December 2023.
<DIV STYLE="text-align:Left;"><DIV><DIV><P><SPAN>This data layer is an Esri file geodatabase point feature class that contains address points maintained by county agencies in Indiana. It was released by the Indiana Geographic Information Office (IGIO) on January 31, 2024. The IGIO compiled the data as part of the Indiana Data Harvest program between the Indiana Geographic Information Council (IGIC) and all Indiana counties to provide the most accurate framework data for the citizens of Indiana. These layers include address points, street centerlines, land parcels, and governmental boundaries.</SPAN></P></DIV></DIV></DIV>
This dataset was developed to provide accurate address points for Indiana, as part of Indiana's annual GIS Data Harvest Data Sharing Initiative (IDSI) of the Indiana Geographic Information Office (IGIO).
This data set was created as part of the Indiana Geographic Information Office's GIS Data Harvest Program. The source data used to create this dataset was provided by Indiana counties.

All text field values were uppercased and extra spaces were removed, blanks were replaced with NULL values, Additional fields were added and populated. GEOFULLADDRESS represents the full address using the cleaned up values. ORIG_ADDR represents the original address as provided by the county (the value could be the full street name or a concatenated value when the street address was split up into multiple fields). LATITUDE and LONGITUDE represent the address location in decimal degrees. COUNTY_FIPS represents the Federal Information Processing System (FIPS) code (from 18001 to 18183). The COUNTY_ID represents the numeric code for the county (from 1 to 92). SITE_NGUID represent a globally unique identifier for the address point (generated if not provided by the county).

Each county's data was assessed for required attribute information and the fields matched to the statewide data schema. In certain cases, multiple fields were combined into a single field. Some assumptions were made as to the content of the fields provided in the county data.

The county data was loaded into the statewide data schema using the field matching established in the previous step. In most cases, the street address information needed to be split up into multiple fields. Automated tools were created to automate this as much as possible. The statewide schema for address points includes the following street address fields: Address Number Prefix, Address Number, Address Number Suffix, Street Name Pre Modifier, Street Name Pre Directional, Street Name Pre Type, Street Name Pre Type Separator, Street Name, Street Name Post Type, Street Name Post Directional, Street Name Post Modifier.
Of the above fields, the Street Name Pre Directional, Pre Type, Pre Type Separator, Post Type, and Post Directional use domains. These values were checked against the domain values specified in the NENA NG911 standard. The Street Name Post Type values came from http://technet.nena.org/nrs/registry/StreetNamePreTypesAndStreetNamePostTypes.xml. The following Street Name Post Types were added to this list: HEATH, MOON, WATERS, OAKS, WATCH, ROUNDABOUT, RESERVOIR, and MUSE per internal discussions. The values were fixed to match the domain values. In cases where the value was not clear, other information was used to determine the correct value. These other data sources include the parcel address information and the street centerline data provided by the county. Additional sources included ArcGIS Online's base maps and Google Maps.
Other values, such as unit information and Address Number Prefix and Address Number Suffix had to be extracted from the address number.
Street names were analyzed to identify typos. Only clear typos were fixed in order to have consistency in addresses along the same street.
Fields were added to provide the source information. These include SOURCE_DATADESC which describes what type of data this is storing (ADDRESS POINTS is the value for all features), SOURCE_DATASETID (the name of the shapefile or feature class used), SOURCE_FEATUREID (the object id or feature id of the source data), SOURCE_ORIGINATOR (the name of the county who provided the data), and LOADDATE (the date of the county's data extract), and LOCAL_ID (the local identifier if provided and specified by the county).
